Our '95 Windstar did a similar thing. But it wasnt the fuse. Some of the teeth on the window regulator gear had broken off. The ford dealers here wanted nearly $200 to replace it. The part was $45, the rest was labor. That was a couple years ago. Since ours had become a 'dont go to far from town van', we never fixed it.
We lifted the door panel off to find that the top 3-4 teeth were ok, the next several were gone and the remaining teeth intact. For about a year we just didnt put the window up all the way, leaving about a 1.5" opening. The top teeth have since broke off and it is currently a part manual - part power window. By this I mean, the window can be pulled open and closed by hand for the first 3/4th of the way, then the remaining teeth catch; thus the power window button catches the last 1/4th of the window movement.
