If the fuel pump is drawing too high a load, there is either a bad pump, bad
relay, bad wiring, or something wrong with the fuse box itself. I would swap
the horn and fuel pump relays if they fit and see if the horn fuse burns up. I
did this on my Dynasty a few years back when the cooling fan died, put the horn
relay in there and then bought a new relay at my convenience.
There may be a second fuse somewhere for the fuel pump. My Saturn has four
ignition fuses, if one blows, the others will blow as well, or else the car
won't run properly or at all.
