I don't know if this will help or if you have tried this already but I had a
similar problem with my 79 F150 about 4 years ago. I wasn't replacing the
steering pumps but the gearbox instead (probably because of my larger tires:
38.5 X 16). Went through 3 before I found the problem. Turned out I had air
in the system. I replaced the gearbox the last time, then was told to "Jack up
the front so that Both wheels are off the ground. Run the engine and turn the
wheel from lock to lock 20 to 25 times. Refill the reservoir as needed." If you
have already done this, I'm sorry but I can't help - if not, Its worth a try.
