Drives: 2000 Ford Windstar 3.8 V6

After replacing my right headlight bulb, I noticed that the right head light (low/high beams) was not working. The left one is fine. I tried the new bulb in the left headlight enclosure and it works, so it is not the bulb. Seems like there is 11.5 V coming from the middle wire (ground, I think and the other 2 wires are for the low and high beams). Voltage is higher with vehicle started. But still no right light.

A mechanic friend of mine thinks it is the DRL module. Is this possible? If so where is the DRL module located so that I can replace it? Help.
