Can't speak specifically to the Windstar, but I have a Toyota that would occasionly get moisture inside the headlight. I removed the entire housing, took out the bulbs and used a hair dryer to completely dry the inside. After inspecting it carefully for cracks and finding none, I ran a bead of clear RTV around the housing where the plastic back joins the lens. It has stayed dry for over a year.
Also, some of the housings (again not sure about the Windstar) look like they could be taken apart, but that's usually not a good idea, as it is very hard to get it resealed.
