Dose anyone know if a 17x7 wheel with a +40 front wheel drive offset will fit on a 2 wheel drive 2003 ranger? I heard that they would from a tech at bell tire, but he wasn't sure about the center bore on a fwd wheel.

If the lug pattern is 4.5x5 you might get lucky but forget about trying to turn. you will have to make sure that the wheel doesnt hit the brake lines, caliper...etc.
